Master plan are prepared by analysis of social and economic data applied to whole of the city . Plan and estimate are prepared, approved by proper authorities and programs of works are made. All these form the part of master plan.

MASTER PLAN

It is a LONG RANGE, COMPREHENSIVE, GENERAL plan prepared under STATUTE by a GOVERNMENTAL Agency / LOCAL AUTHORITY as a foundation for overall LAND DEVELOPMENT POLICIES within specific CORPORATE LIMITS.

LONG RANGE:

Generally prepared for 20 years with 5 yearly phasing.

COMPREHENSIVE:

It encompasses all aspects of Urban Life. Not only physical aspects, but also social and economic elements.
It is a guide to ORDERLY CITY DEVELOPMENT to promote health, safety, welfare and convenience of the community.

GENERAL:

The character is general and not specific. The specific detailing is done at lower levels like sector or area level.

Prepared under STATUTE:

The Master Plan must have a legal backing and the violations must be punishable by Law.

Prepared by or for a Government Agency / Local Authority:

It is the duty of Govt. / Local body to implement the Master Plan so as to achieve orderly development of city. Therefore the responsibility of preparation of plan also lies with them.

Prepared for specific corporate limits :

It is generally prepared for well defined area, generally the local authority jurisdiction.

MASTER PLAN is a Teamwork.

Coordinated teamwork of:
Sociologists, Economists, Statisticians, Engineers, Finance advisors, Lawers, Traffic experts, Politicians, Architects, Health Authorities, Public Administrators and ENLIGHTENED CITIZENS

New members of this team are:

Computer experts and environmentalists.

Coordination of all the above experts is the role of Trained Planners.

PRINCIPLES FOR PREPARING THE MASTER PLANS

(a) It should provide for all major objectives for the development of the city and still
be economical.
(b) Provisions for changes during the implementation of the Plan should be kept.
© It should be sound, practical and inspire civic interests, devotion and loyalty,
(d) No over crowding should be there with assurance of health care, recreational
facilities and amenities.
(e) Proper traffic management systems should be incorporated in it.

REQUIREMENTS TO IMPLEMENT THE MASTER PLANS:
(i) Co-operations with Local officers.
(ii) Public support.
(iii) Help from Central Government.
(iv) Proper legislation-Police force.
