Controlled blasting is a technique used in construction to minimize the effects of blasting, such as ground vibrations and fractures in rock walls. 
Controlled blasting can be used for both surface and underground excavations. for this we have to take legal permission form concern department in india 
First step is to take permission from Petroleum & Explosives Safety Organization (PESO) and apply online RE13 (Pass For Use) form. 
Mandatory issuance of RE-13 (Pass for use of explosives) by the license holders in Form LE-3 for possession and use of explosives under Explosives Rules, 2008 through PESO's "Explosives Returns System (ERS) application software - Reg.
Blasting can be done only by licensed person of Directorate General of Mines Safety (DGMS) 
DGMS is the Regulatory Agency under the Ministry of labour and employment, Government of India in matters pertaining to occupational safety, health and welfare of persons employed in mines
All activity of blasting will be according THE NATIONAL SECURITY ACT (NSA), 1980

Thanks for the heads-up! Getting permission from PESO and having the DGMS license sounds like a must for controlled blasting.
