Cultural context of Politics and Planning

Political context:  physical planning is one of the most powerful tools used by government to promote the general or public interest, regarding land consumption, over the conflicting interest of different society agencies. 


Two main tendencies have marked the history of town and country planning over the past 50 years. On the one hand there has been a tendency towards centralism and de-politicizing decision-making as well as increasing the role and power of technical experts. On the other hand there have been demands for more participation in decision-making, a call for more accountability on the part of local politicians and officials and increasing criticism of technical expertise. These two tendencies, which are very much at odds with one another, have been labeled as the top-down and bottom-up approaches to planning
