Stakeholders participation in Master Plan Process

 
·         Provide multiple avenues for community participation, not just via meetings.
·          Recruit stakeholders to assist in “peer-to-peer” engagement by reaching out to their
stakeholders to cover the expansive stakeholder audience.
·          Initiate and maintain regular and ongoing contact and collaboration with the decisionmaker(s).
·          Coordinate closely with the project team including client, architects, entitlement and
environmental consultants, attorney, etc.
·          Provide timely and proactive communication with stakeholders regarding project milestones.
·          The activities, materials and tools were employed to support the goals of the Stakeholder
·         Engagement process and to ensure broad-based participation.
The objectives of the five phases for participatory master planning are outlined below

1.       Preparation  a n d  Stakeholder Mobilization


a.       Building internal commitment for participatory urban planning process;
b.      Sensitizing and mobilizing all relevant stakeholders;
c.       Preliminary profiling of the situation on the ground and baseline;
d.      Identifying key issues for planning and stakeholder engagement.
e.      Developing a roadmap for participatory urban planning.

2.       Participatory Planning and Stakeholder Commitment


This phase is designed to deepen the participatory and consultation processes for effective citizen and stakeholder participation. It entails:
a.       A more detailed situational analysis;
b.      Community based planning based with existing socio-economic groups and stakeholders.
c.       Community Action Planning and Prioritization (CAPP)
d.      Integrating community priorities into local government planning and budgeting cycle
e.      Building strategic partnerships with stakeholders, civil society and the private sector for effective implementation of community projects.

3.       Participatory Strategy formulation and implementation


a.       Participatory Municipal Strategic Plan Review Process
b.      Strategic formulation and public awareness
c.       Participatory Local Authority Action Plan Development and Implementation

4.       Follow-up, Monitoring and Evaluation


This phase is designed to develop responsive monitoring tools linking community level urban planning
a.       processes with meso-level processes focusing on:
b.      Ensuring implementation of agreed action plans;
c.       On-going monitoring and evaluation
d.      Scaling-up replicable initiatives
e.      Documentation and institutionalization of good practices.

5.       Learning, Growth and Policy Influencing


This phase is designed to promote participatory learning and reflection by all actors involved in the participatory urban planning process to ensure growth and policy influencing

In context of urban development, we will use the tools and techniques adopted in Master Plans and City Development Plans.  Following tools and techniques is used in preparation of master plans in India

STATUTORY PROVISION OF PUBLIC PARTICIPATION

Objections and Suggestions in master plan is a widely used and acknowledged technique of public participation. In this technique, plan is formulated by expert committee and the draft plan is put into public domain and objections-suggestions are invited from the general public, various public agencies, institutions. organizations, eminent personality and government officials, A high powered committee reviews and hear the public objections and suggestions and then they give justification for change or not and the final decision is communicated to the concerned agency and he incorporates the recommendations of the committee and the final plan is published

Methods of Stakeholders Participation


This widely used technique in CDPs of India is intended to obtain client feedbacks and to make development interventions more responsive to the demand, This technique intends to serve clients better by making service providers aware of the clients’ priorities, preferences and feedbacks” (Nandy, 2007), It includes systematic listening and consultation which requires lengthier, repeated and more meaningful interactions amongst the stakeholders.

Workshop Based Methods

The aim of workshops is to create an atmosphere where stakeholders themselves can do and
learn about the project / plan  and thus sustain the project/ plan . Consensus is built by a trained facilitator
