A planned urban growth and development based on the central plan imperatives as versus ad-hoc growth presents advantages a planned approach. The two approaches are evaluated respect three founding principles economy, equity and environment. The principles are detailed into elements that influence principles. impact each element is provided along two paths-one path where there planned approach to urbanization and other path urbanization is ad-hoc unplanned.

Planning Principle - Economy 

1. cost of infrastructure delivery - Planned Growth - more cost efficient 
                                                Ad-Hoc Growth - infrastructure cost is estimated to be 5 Times more expensive 
2. Employment Opportunities - Planned Growth - Will generate more employment 
                                               Ad-Hoc Growth - new jobs will create a competitive environment between 68 towns,
3. GDP in the district  - Planned Growth - cluster industries fostered in each PSCs will increase GDP 
                                                Ad-Hoc Growth - will decrease as imports due to decreasing agriculture output , Sprawl will create a more expensive distribution network.
