State as a manager of resources
In 12[sup]th[/sup] schedule of Indian constitution, local Government has given important role and has given a wide range of functions to influence resources on both private and public land. This includes various functions like regulation land use, water supply, sanitation, solid waste management (SWM), Fire services etc. 
Resources are our land, soil, water, plants, animals, minerals and air and Resource Management (RM) is about managing our resources to ensure environmental, social and economic sustainability for both present and future generations in accordance with the principles of Ecologically Sustainable development
 
Responsibilities of Local government in Resource Management
a.       Strategic & Statutory planning Land use strategies: land use zonings; provisions/clauses in master plan and city development plan
b.      Development Control Conditions of consent:  development contributions
c.       Land Management :  Managing land records (NLRMP) , water and sewer, waste, flood, pest and animals, local open space management
d.      On-ground Works : Rehabilitation and restoration, water quality monitoring; stormwater management and control
e.      Incentive Programs : Rate rebates; free tree giveaways; acquisition program for environmentally significant lands
f.        Community programs : environmental education; community advisory committees; partnerships with the local NGO


Programme on Land Resource Management in India
The National Land Records Modernization Programme (NLRMP) is launched by Government of India in August 2008, aimed to modernize management of land records, minimize scope of land/property disputes, enhance transparency in the land records maintenance system, and facilitate moving eventually towards guaranteed conclusive titles to immovable properties in the country. The major components of the programme are
a.       computerization of all land records including mutations,
b.      digitization of maps and integration of textual and spatial data,
c.       survey/re-survey and updation of all survey and settlement records including creation of original cadastral records wherever necessary,
d.      computerization of registration and its integration with the land records maintenance system,
e.      development of core Geospatial Information System (GIS)
f.        capacity building.
 
National Land Records Modernization Programme (NLRMP)
The main objective of the NLRMP is to develop a modern, comprehensive and transparent land records management system in the country with the aim to implement the conclusive land-titling system with title guarantee, which will be based on four basic principles, i.e.,
a.       a single window to handle land records (including the maintenance and updating of textual records, maps, survey and settlement operations and registration of immovable property),
b.      the ―mirror‖ principle, which refers to the fact that cadastral records mirror the ground reality,
c.       the ―curtain‖ principle which indicates that the record of title is a true depiction of the ownership status, mutation is automated and automatic following registration and the reference to past records is not necessary,
d.      title insurance, which guarantees the title for its correctness and indemnifies the title holder against loss arising on account of any defect therein.
