Urban Settlement System-A Study Jaipur Metropolitan Region 2001 A.D.
by B. KAMBO

1. Emerging Urban Pattern
This first part of the study attempts to explain the play of forces which have created circumstances for carrying out this exercise as well as to set the Goals, Scope and Geographical context of the exercise.
Emerging Urban Pattern in Rajasthan presents a picture familiar to that of any developing country. In absolute terms it is characterised by a high rate of growth- 2.74% per annum
compared to the national average of 2.44% per annum. In terms of distribution of urban sector, it is represented by few nodes of high degree of concentration along with a large number of nodes with low to very low degree of population concentration.
Out of this the State Capital may, due to its continuously increasing share, contain about 33% equivalent to about 2.8 million.
If the prevailing circumstances are any indicators of the future, the situation may become quite chaotic and even may go out of hand.
The limited availability of water as a resource is a special feature of the State of Rajasthan. In case of Jaipur the system is already under severe strain due to the extremely
limited availability of water sources base. Since according to a vailable understanding, there are no indicators of getting additional water sources bases, the situation in future with the addition of about 18 million people, may become even more hopeless.
If the real estate market is any indicator of the future-the competition, which is a result of excessive concentration, might force most of the people out of market and they may have to stay at far away distances bringing in social tensions, transport problems and the like.
The existing traffic chaos faced today by one million population of Jaipur would become much more acute with further reduced chances of solution.
The supply zone of various services approximately remaining the same, there may not be appreciable increase in the total supply, leading to unprecedent price rise.
The tendency of population to agglomerate in existing developed areas-while considerable increasing density of these areas, often works beyond the assigned capacities of infra
structure. Since the infrastructure is not something which can be upgraded incrementally, the whole system gets distorted.

This tendency of agglomerating beyond the holding capacity
brings many other ills as well particularly deterioration in environmental quality. Old city of Jaipur is a superb example of such deterioration. If all these observations are put together, Urban Rajasthan may encounter a serious apprehension suggesting that if appropriate steps are not taken now, the future of Jaipur may be very dark with reduced chances of any remedy. Taking into account, all these serious apprehensions, it was thought that as a preventive action, serious efforts should be made to at least divert to some other settlements a part of the future urban population that might otherwise agglomerate at Jaipur. It is in this context that this study had been undertaken by a special team in the State Town Planning Department. Consequently the Objectives of this study that have emerged are the following :
1. Assess the urban population of Rajasthan by 2001 A.D.
2. Assess the urban situation that Jaipur might face by the end of this Century if present trends are allowed to continue.
3 Assess the causes and sources of population agglomeration.
4. Assess the urban size of Jaipur by 2001 A.D.
5. Assess the population that could be diverted to other settlements.
6. Identify the settlements where the surplus population could be diverted.
7. Assign the population and activities to the identified urban settlements
8. Evolve a Development Plan for the identified settlements.
9. Work out the Financial, Institutional and Administrative implications of the Plan.
10. Work out a methodology and Programme of implementation.

As would be evident from the Objectives of this study, many other facts e.g. Land Use Plan, Agricultural and Industrial Sector Plan, Transport Plan, Rural Growth Centre Plan etc., generally associated with the preparation of the Regional Plans have been consciously left out. This study presents an exercise directed towards recasting of the upper tier urban settlement pattern. Looking to the task envisaged in the terms and conditions and availability of limited resources, it was decided to divide the project in two parts. The first part of the study presents a discussion on the For the remaining first seven items of the terms of reference.

Growth with Planning-Jaipur Metropolitan district Master Plan 2025

Having embraced the two planning imperatives, the first step in the plan preparation was identifying the urban nodes for focused growth and development within the district, which would be the counter-magnets to Jaipur City

While the 2001 census data is the most reliable available population data, the urban projections for the district have been taken at a g% increase from the projections extrapolated from the Census 200 data. This is based on the following factors: first, Rajasthan at 23.38%uhan population is still below the national urban rate of 23.38% second, Rajasthan's urban growth rate at 8% between grand 2001 was higher than the national average rate of a per year, thind the district includes laipur which is the capital city and the state's largest metropolitan city and therefore a migratory magnet. Therefore using past trends to calculate the expected urban increase in the district, would likely result in an under estimation i

Hence the MMDP 2025 projections accommodate an additional vs increase for urban growth within the district than the population projected by the trend analyses of the census data. while adopting the projected figures for rural growth without any increment. The expected urban population in the district by year 2005 is fig lakh going by past decadal trends. This master plan provides for an additional population buffer for urban growth of about so 10 lakhs

The MMDP 2025 recommends the focused development of a satellite urban areas in Jaipur District, around Jaipur city in order for such deterministic planning to succeed and the ta proposed satellite cities (PSC) to become urban counter-magnets to Jaipur, economic incentives and infrastructure will need to be prioritized towards the PSCS by the state government. If implemented, such an intervention will transform the expected urban sprawl to a planned urban strategy with improved economics, equity and environment. The data on the population, infrastructure and natural environment of every single village and town in the district has been mapped and mathematical values determined

Parameters for Selecting the Proposed Satellite Cities

The proposed satellite cities (PSC) for focused urban development have been selected on

the basis of six parameters:

1. Potential for economic sustainability
2. Existing road networks
3. Existing and anticipated physical infrastructure
4-Strategic location for rural access
5- Existing social infrastructure

JAIPUR METROPOLITAN DISTRICT MASTER DEVELOPMENT PLAN, 2025
Swati Ramanathan

Applying the Planning Paradigm in Jaipur MMDP 2025
Applying the planning principles of economy, equity, and environment requires the master plan to look beyond the footprint of the city alone. Development of the city's economic energy is co-dependent on the region. Similarly the environmental impact of the city is most significant on the immediate area surrounding the city and hence addressing the environmental challenges in a comprehensive way requires taking a regional view. Finally the equity principle in the planning paradigm also requires that planning is not confined to the city alone and addresses the needs of the residents in the larger region. Therefore the first planning imperative that emerges out of the principles of the planning paradigm is that the master planning process must take a regional perspective.

Plans are produced through institutional structures, the regional planning footprint must have a credible institutional logic. The JDA regional footprint of 3000 sq km is an arbitrary boundary without sound political and institutional coherence. The administrative unit of the district or the Metropolitan Area (as required by the Constitution of India) provides the appropriate regional planning footprint. For the city of Jaipur the appropriate region is therefore Jaipur District. This is the first plan imperative that emerges from the planning principles "taking a planning footprint of Jaipur District

Having chosen the district as the regional plan footprint, the question that remains is where urban growth should be planned for. The three choices in this instance are:

that Jaipur remain the single dominant economic engine and urban magnet in the district, with its continued growth over-shadowing all other urban areas

that Jaipur would grow but so would other existing towns in the district that would act as counter magnets to Jaipur

that rather than focusing on existing satellite towns, brand new towns would be created in the district.

Each choice would result in distinctly different directions of development of the master plan. The first would result in an almost exclusively Jaipur-centric plan, the second in a more distributed urbanization plan, and the third in a somewhat experimental plan with a higher degree of political negotiation required for competing claims.
The distributed urbanization plan was decided upon at the visioning exercise with the state and city government leadership. The choice that emerged was to develop other strategic urban nodes in the district. A hub and spoke model was to be explored that could be a blend of choices 2 and 3. This is the second central planning imperative of the MMDP 2025-hub-and-spoke distributed urbanization
These two planning imperatives guide the overall strategy of the Jaipur Master Plan 2025: creating a plan for the district development, and encouraging distributed urban growth in a hub-and-spoke manner.
The application of these planning imperative creates a plan output that has positive political, social and economic impact, and begins to bridge the rural-urban divide
