Modelling Transport -
Ortuzar Willumsen

The previous chapter provided an overview of discrete choice modelling and an introduction to different
model forms and theoretical frameworks for individual decisions. This chapter is devoted to a discussion
of two key issues: how to fully specify a discrete or disaggregate model (DM) and how to estimate such
a model once properly specified.
The search for a suitable model specification involves selecting the structure of the model (MNL, NL,
ML, etc.), the explanatory variables to consider, the form in which they enter the utility functions (linear,
non-linear) and the identification of the individual’s choice set (alternatives perceived as available). In
broad terms the objectives of a specification search include realism, economy, theoretical consistency
and policy sensitivity. In other words, we search for a realistic model, which does not require too many
data and computer resources, does not produce counter-intuitive results and is appropriate to the decision
context in which it is to be used. Early aggregate models such as those discussed in Chapters 5 and 6
were often critically portrayed as policy insensitive, either because key variables have been completely
left out of the model or because important model components have been specified as insensitive to
certain policies (e.g. consider the problem of inelastic trip generation). Most of the features of model
specification are susceptible to analysis and experimentation (see Leamer 1978) but they are also strongly
dependent on study context and data availability.
Modelling Transport -
Ortuzar Willumsen
This chapter is devoted to issues in data collection and their representation for use in transport modelling.
We present here a wide range of data collection methods but this is by no means complete. The nature
of the data to be collected depends, of course, on the models chosen for a particular study. Moreover,
advances in telecommunications are changing travel data collection with more general use of personal
GPS units that offer specific advantages in tracking movement over longer periods of time. The treatment
here is general. We will consider five subjects which are a prerequisite for other subjects treated in the
rest of the book. Firstly, we will provide a brief introduction to statistical sampling theory, which will
complement in part the elementary concepts discussed in section 2.5. Interested readers are advised that
there is a complete book on the subject (Stopher and Meyburg 1979) which may be consulted for more
details. In section 3.2 we will discuss the nature and importance of errors which can arise both during
model estimation and when forecasting with the aid of models; the interesting question of data accuracy
versus model complexity and cost is also addressed.
Ortuzar Willumsen.
Most of the mathematical prerequisites, however, are not that demanding; the reader can get by with
little more than school algebra and some calculus. We introduce first the idea of functions and some
specialised notation together with the idea of plotting functions in Cartesian (orthogonal) coordinates.
After introducing the concept of series we treat the very important topic of matrix algebra; this is
particularly important in transport as we often deal with trip and other matrices. Elements of calculus
come next, including differentiation and integration. Logarithmic and exponential functions deserve
some special attention as we will find them often in transport models. Finding maxima and minima
of functions plays an important role in model development and the generation of solution algorithms.
Finally, a few statistical concepts are introduced in the last section of this chapter. Statistics play a key
part in contemporary transport modelling techniques and this section provides only an elementary entry
point to the subject. A few other statistical concepts and techniques will be introduced in subsequent
chapters as needed.
1.1.1 Background
The world, including transport, is changing fast.We still encounter many of the same transport problems of the past: congestion, pollution, accidents, financial deficits and pockets of poor access. We are increasingly becoming money rich and time poor. However, we have learnt a good deal from long
periods of weak transport planning, limited investment, emphasis on the short term and mistrust in strategic transport modelling and decision making. We have learnt, for example, that old problems do not fade away under the pressure of attempts to reduce them through better traffic management; old problems reappear in new guises with even greater vigour, pervading wider areas, and in their new forms they seem more complex and difficult to handle....To Read more...
1.1.2 Models and their Role
A model is a simplified representation of a part of the real world–the system of interest–which focuses on certain elements considered important from a particular point of view.Models are, therefore, problem and viewpoint specific. Such a broad definition allows us to incorporate both physical and abstract models. In the first category we find, for example, those used in architecture or in fluid mechanics which are basically aimed at design. In the latter, the range spans from the mental models all of us use in our daily interactions with the world, to formal and abstract (typically analytical) representations of some theory about the system of interest and how it works.Mental models play an important role in understanding and interpreting the real world and our analytical models. They are enhanced through discussions, training and, above all, experience. Mental models are, however, difficult to communicate and to discuss....

1.1 Transport Planning and Modelling

A good understanding of land use is essential in understanding:
1) the likely demands on the transport system, and
2) planning cost-effective public transport investments.

Land use and transport are closely interrelated in urban areas. Any changes in land use affect the demands on the transport system. Conversely, any changes in the transport services offered affect land values and its use. First, we will look at how land use and transport decisions affect each other. We will use an accessibility model to help us think about these decisions. Second, we will examine the ways in which land use can be considered in transport planning.

This module is about the two-way interaction between urban transport and land use.
This exercise is designed to get you to start thinking about how transport investments impact long-term land use patterns.
A city with a population bad congestions. It is getting worse as more people migrate from the rural areas to city in search of jobs.
The city has a limited arterial street system, with no expressways. The public transport system is an informal network of private operators who use small vans.
There is no public bus or metro system.
Most of the low-income population live in the outer parts of the city. Travel times to the center city for these people range from 45-90 minutes.
A new mayor has been elected based on promises to fix the congestion problem and to help the low-income population. He decides to build 3 metro lines. They will go from the center city to key outer population centers. It is projected that the travel times on the metros will be consistently 35 minutes for low-income commuters to the center city.

What do you think will be the affect on land use after the metro lines are built on:
• Center city?
• Outer city?
• Area beyond city boundaries?

Land use and transport are intricately related. While urban structure determines travel demand and transport supply influences urban structure. The location and design of spatial development has a fundamental influence on travel patterns. At the same time, the location and characteristics of major transport infrastructure impacts the allocation of land uses from both macro and site plan perspectives.

What is land use transport integration?
The concept of land use transport integration is based on the nature of interaction between spatial and
transport development.

What are the benefits of land use transport integration
When land use transport integration is effectively implemented, the following benefits can be expected:
• Sustainable use of urban land (low intensity uses in ecologically and culturally important locations; high intensity of use in locations that can support it)

• Reduced vehicle emissions and higher quality of living environment
• Less time spent in travel and therefore higher productivity as well as quality of life
• Greater access to public transport and thus to jobs; additional health and quality of life benefits by enabling and encouraging more walking and cycling.

What are the key elements of integration?
The integration of land use with transportation systems has to happen at all scale/ levels of planning and through multiple intervention mechanisms. The most important elements of land use transport integration are listed below:
1. Enabling Urban Structure
2. Complete network and complete streets
3. Public Transit and its Strategic Alignment
4. Transit oriented development and value capture (1. Along routes 2. Around Transit interchanges)
5. Accessibility improvements in terms of local area plans (last mile connectivity)
6. Re-development & Re-vitalization & Transit (1. Inner city 2. Derelict areas 3. Slums)
7. Integrated Multimodal Transit Interchanges

Apart from the above mentioned elements Inter jurisdictional coordination is also important overarching
aspect.

Developing Scenarios
Using density as a tool, different growth scenarios for the projected population and employment are built to determine the future extent of the city.
Step 1
• This involves identification of activity area such as schools, colleges, hospitals, community facilities etc. within walking distance of the transit stops and mark them on a map.
Step 2
• Identify clusters of activities in the areas/ activities that are in close vicinity and connecting clusters to nearest transit stop
Step 3
• Identification of the network which would connect the activities and the transit stations by creating loops and identifying missing links.
Step 4
• Complete the network by providing priority for pedestrian and cycle infrastructure connecting the activity areas to the nearest transit stop.
Step 5
• One can also plan for altering the land uses along the identified network to support pedestrian and NMT like activities like local markets, day cares, libraries etc.
